Classical of being reactive, Government has introduced stop-gap “innovations” to reduce road carnage. Amongst the “innovations” is the sacrilege of increasing driving age to 25 years in a country where unemployment has hit the ceiling ostensibly because of lack of adequate experience with vehicles before 25! (New Vision Page 11, dated 27 Nov 2012). Let me point out that the mayhem on the road is not a PSV drivers’ commission or omission nor that of the under 25 of age, but of all road users; age irrespective because it is a behavioral issue that is perpetuated by impunity. Citizens inevitably demand for accountability, but who should account to whom in road usage? Accountability is an obligation of every individual or organization and evidence of accountability by disclosure in a transparent manner isn’t a demand too high.
