IT was anticipated to be the most interesting
budget. For one, the first female Finance Minister in the history
of the country was presenting it. Also, it was coming at the
time when much of the world was facing an economic downturn.
And the Finance, Planning and Economic Development
Minister Hajati Syda Bbumba did not disappoint also. At least,
from the mixed reactions of experts and other stakeholders,
following the reading of the 2009/2010 national budget on June
12, the noted performance, estimates and planning were expected.

Only a few surprises were made though, as the
minister steered clear of the proposed new taxes and instead
went ahead to ban ‘buvera’ polythene bags) and second
hand fridges and computers, in promotion of environmental conservation.
This [fiscal] year’s budget, she told Parliament, was
inspired by the theme, ‘Enhancing Strategic Interventions
to Improve Business Climate and Revitalize Production to Achieve
Prosperity for All’.
